First, I goto ask, how is this in any way related to ATS' website operations?
Second, nearly all apps you install on windows will use IE/Windows Proxy settings as their method to connect to the net.
This is done so that when you install an app, it can easely get online by looking at the settings the webbrowser uses.
This is actualy pritty handy sometimes.
I've been able to log alot of connection attempts and data transmits by applications that weren't supposed to do anything online like this, without
any information actualy getting out on the net.
