Neocortical Warfare

In this thread I talked about neocortical warefar amoung the Serbs just prior to the breakout of the Serb-American war while Clinton was president, and just what neocortical warefare actually is. I am curious to see how many people here are familiar with the term and its usage?

Personally, I think that the Iraq War might be the first war to have actually made use of it.
