If so, with sufficient resources we can capture all world threats with no long-term effects on health of the enemies of the world. Ultimately, a world threat is someone who threatens American and World life spans.

I don't folllow, why would he have been irradiated? So that he could be captured? Wouldn't you have to know where he is to capture and irradiate him???
