Forgive me if this is a daft question, but what makes you think it's military? There was nothing in your post to suggest this

This isn't a government site. I've been getting those forever. They're more like a "doubleclick.net" server kind of thing I think, but nothing to worry about, just nuisance.

Where did you come up with 12.163.*.*??

You are not supposed to post IP's. I would edit your post.

I know how to ping a site,
but how do I know who has or is pinging me?
any technical explainations on how to do this?

You have to have a firewall or router or something acting as a filter that logs or watches for incoming traffic.

A "Ping" is just a echo response for testing and won't really be something you see a whole lot of, unless someone is trying to ping-flood you or something.

You can see who you are connected to by using the "netstat" command at a promp also. Also good for checking if you have any trojan ports waiting also.

Level 3, or L3, recently bought the now-defunct Genuity, which was a very large ISP. It is probably that.

Unknown Process: -208221 (Find Error) connecting do you want to allow this? (yes/no)

I looked up the ip for that and I got a microcrap domain lol so I sent them a letter to [email protected]
