US Clashes with Russia over Irans Nuclear Programme

US Secretary of State, Condoleeza Rice, has clashed publicly with her Russian counterpart, Sergei Lavrov. Whilst the US position is that they want
Iran to recognise it's obligations under the NPT and cease Uranium enrichment, the Russians recognise the Iranian need to have a complete fuel cycle
and appear to support them in this endeavour.

In talks with Russian officials in Moscow, Ms Rice said Iran needed to recognise its obligations under the Non-Proliferation Treaty (NPT).
But her Russian counterpart, Sergei Lavrov, told reporters that Tehran had the right to enrich uranium.

Even if Iran gets referred to the Security Council over it's Nuclear programme, it seems very unlikely that anything serious will come of it.
Russia has now openly supported Iran it's attempt to have a complete fuel cycle. Essentially, there is nothing in the NPT to prevent Iran being allowed to enrich Uranium and they technically have the right.
The whole point (or at least, the official point) of the Iranian programme is so that they do not have to rely on the West or Oil for the power requirements. Not being allowed to have a complete fuel cycle would make Iran reliant on the other Nations for it's fuel and make the whole reason for the Nuclear programme a bit mute.
