machines which can manufacture rain

Hi,
Reading the paper the other day the article went onto explain about the future posibility of man controling the weather and that future catasthropes like Katrina can be controlled through strategically placed satelittes.Anyway on the topic of technology i also came across an article about a month ago about a machine which can generate rain when flown over clouds.From what i remember it was developed in jerusalem and i was awe of the prospect of being able to have a soloution for droughts for places like Australia which lack rainfall.

Has anyone ever heard of it becuase i cant find it on the net and am trying to find the newspaper with the article.On a side note i really nees to be more organised.
