North Korea is "flip flopping" on its original multilateral agreement to dismantle its nuclear program in exchange for economic aid. It is also
demanding the promised light water reactors or the US will face "very serious and complicated" consequences.

North Korea insisted Tuesday it won't dismantle its nuclear weapons program until the U.S. gives it civilian nuclear reactors, casting doubt on a
disarmament agreement reached a day earlier during international talks.
"This is not the agreement that they signed, and we'll give them some time to reflect on the agreement they signed," State Department spokesman
Sean McCormack said in New York on Monday.

I believe the reason that NK has not been dealt with is explained in the consortium news hyperlink. Without the Bush-Moon-Kim link, one must wonder
how this current problem ever got financed.
I think the biggest threat with NK isnt Japan or SK, but Taiwan.
