This week, in an interview with the Washington Post newspaper, President Pervez Musharraf spoke about the case of Mukhtar Mai, a 33-year-old illiterate woman who went public about having been gang-raped on the orders of a village council in 2002. Her brother, then 12, was judged to have befriended a woman of a powerful clan.

Mai won public sympathy and government support after she demanded that the men be charged and convicted. But earlier this year Musharraf angered the Bush administration when he blocked Mai from traveling to the United States to publicize the case.

Musharraf told the Post that Mai was free to travel now -- though she has never left Pakistan -- and he had no regrets about how he handled the incident. He said Mai had come under the sway of organizations determined to harm Pakistan's image and he did not think Pakistan "should be singled out when the curse is everywhere in the world."

Musharraf then was quoted in the Post as follows: "You must understand the environment in Pakistan. This has become a moneymaking concern. A lot of people say if you want to go abroad and get a visa for Canada or citizenship and be a millionaire, get yourself raped."

2002?

I'm still sketchy of the details here, but I don't find it all that difficutl to fill in the blank spots in such a way that make his comment justified. I mean, if there really are women in Pakistan who are winning millions of dollars in rape suits and fleeing the country to "publicize" these events to western powers, that's not doing anything to help their image.

Try it the other way. Let's say a few American women went to Saudi Arabia after being raped and started telling the government and news there that it happened because of the male dominated culture tended to trivialize women, and regard them as things rather than people.

It would look bad.

I found this timeline about Mai's case.

I think he might be referring to the fact that she was awarded compensation for the rape (about $8000 US), and many donations. It should be noted that she has used the funds to set up two schools in her village, one for girls and one for boys.

Hundreds of women have demonstrated in Pakistan demanding the country's president apologise for controversial remarks about female rape victims. Protesters carried banners and placards and heard speeches denouncing Pervez Musharraf's comments, made in the US.

In Islamabad, human rights activist Hina Jillani told the crowds that the president's remarks were an insult to women, and called for an "unqualified apology" from Mr Musharraf. The rally, held close to the presidential palace and Pakistan's parliament, was organised by the Joint Action Committee, a grouping of womens' groups and human rights activists.

Gen Musharraf quickly denied making the comments, but the Washington Post has since made an audio recording of the interview available on its website. Many Pakistani women routinely face abuse and rape in a male-dominated society. Incidents of violent rape have caused outrage in recent years, with victims like Mukhtaran Mai and Dr Shazia Khalid highlighting the issue. Ms Mai, an illiterate 33-year-old woman, was gang-raped in 2002, apparently on the orders of a village council.

The aid is going to the people that are suffering there, not Musharraf.
The acts of a country's leader should not stop you from helping its people.

Musharraf has just visited the remote village of Chitral. He was there with some 2,000 soldiers to celebrate that they've started work on a very important tunnel. This tunnel however will not be ready for another 4-5 years but that's no reason not to celebrate. I don't know whether he told them to go to Canada or not, but he did urge the people of Shandur to stand firm against terrorists and extremists. After all, we saw what happened in Bombay on the 11th.

The president of Pakistan has just completed his two days visit to Chitral.

No body can deny the fact that the President needs high security protection in these times, but then there is a limit to everything. Days before the presidential visit, over, an estimated two thousand paramilitary troops and police from different parts of the NWFP, as far as Tochi and South Waziristan were ushered into Chitral, manning and checking every passer by at every nook and corner. For the two days that the president stayed in Chitral, a virtual curfew was imposed in the town on the local population whom the president is never tired of calling ‘peace loving’.

Even the sick were not allowed to reach hospitals as the roads were dead blocked and people ordered to stay indoors, for security reasons of course.

President General Pervez Musharraf urged the people of Shandur on Sunday to stand firm against terrorists and extremists in the remote mountainous region, where Osama bin Laden was once reportedly hiding.

Pakistani officials have denied reports in the past that Osama may be hiding in Chitral, the district where Shandur is located. In May, a visit to Chitral by at least one American prompted a local lawmaker to allege that the FBI or the CIA had tried to set up an office there to hunt for the al-Qaeda chief.

The lawmaker, Abdul Akbar Chitrali, told The Associated Press in May that four Americans, who were either from the FBI or the CIA, had arrived in Chitral in April but left the town after he led a protest against their presence there. Pakistani officials denied Chitrali's claim and the speculation on Osama's presence there.

What? No, he did not.

Over time she gained not only public sympathy but also governmnet support for her efforts to have the rapists tried and convicted.

Musharraf initially blocked her from to travelling to the U.S. in an attempt to gain publicity for her story/cause. He claimed she had been swayed by organizations whose intent was to harm Pakistan's global/public image.

Musharraf's comments that Pakistan should not be singled out,

, seem a rather convenient and dismissive deflection made in hindsight to steer focus away from his rather hideous and callous remark. I think that's what is referred to as CYA .? A rather poor attempt, in my opinion.

As for

While there may be those who would feign "rape" in an attempt at financial gain, such is Definitely not the case in the situation his comment was addressing.
