We don't know that for sure, what we do know for sure is that it is illegal under any circumstance.

I'm curious, has this story made the American mainstream news yet? Is there a debate over whether we should be praising these 'heroic' medical professinals for their "humane" killings or arresting them for murder?
My feeling is that it will just fade away as an annoying little side issue and by so doing give other nations one more reason to dislike/distrust America.
