No place to signup for FEMA or unemployment in Biloxi

I spoke with my SIL who lives in Biloxi and is fortunate enough to be able to stay in her home but she said there is no place to signup for anything there in Biloxi. She went and got her paycheck and was told it would be at least three months before she could go back to work if then. But according to her FEMA has not set up any place to signup for anything there due to no building left to set up in and no bathrooms, she said she did not see why they could not set some port of pottys up. Anyway thats what she told me tonight, she is very upset with FEMA for not being there for her to be able to sign up for anything. She said she has called the 1-800 number for FEMA and can't get through. Amazingly she does have phone service and electricity now, it got turned on recently.
