Simple! Blame the guy before you.

if i remember correctly we blew up a pharmacy plant in Sudan which was meant for kids. o boy. not to mention refusing Sudan's willingness to hand over Osama bin laden. not to mention failure to assasinate Osama in the late 90's by CIA hired Pakistani mercenaries for fear of casualties and collateral damage. im not sure he really took it serious. i believe he consider it a crime instead of a terrorist attack. no assasination, more like bust into a house and say hands up in the air and bring Osama to America where attorney payed by American taxpayers would represent him.

With respect delta lets look at the options you gave..
A)Work with a mass murderer and I doubt for no small fee.
B) Use the CIA to assisnate a person causing colateral damge, I am guessing thats civilian lives, would you give the order to kill someone knowing you kill others inocent around him?

DW if that man was Osama hell yes! In a war you only get one opportunity, if you don't take it, you might have much more deaths hanging over your head.
Also, the white house refused Osama when he was offered by Sudan due to some legal technicality

DW this is a WAR, not in the conventional term that we’re used to, but its a form or war.

Also DW, I’m glad you edited your post because I was going to respond to it, and it wasn't pretty.

You say we are fighting a war...
The definition of war is :the waging of armed conflict against an enemy.

But the question who is the enemy?

I know USB is the head of the "enemy" but you have to think about it...its like fighting a hydra...you cut off a head a new one grows back.
If USB hadnt done it some one else would have....look..we can argue about the past and who should of done what and where but IMO it all boils down to...
Whats the limit...Do you we say 0 civilian casualties or is there an "acceptable" ammount?

Also IMO I wouldnt have ordered it if it meant the deaths of civilains.
