Absolutely nothing in your link said or suggested anyone consult the Bible when interpreting the Constitution.

The only thing conservatives want is for people to consult the words and plain text of the Constitution when interpreting the Constitution...is that too much to ask?

Where is this even alluded to in the article? Not even Dobson said anything like that much less than Tom Delay. Just because the speech was given at a church does not mean that that Delay is saying he will not support Supreme Court nominees if they don;t reference the Christian Bible.
