This all seems quite odd.

Chances are the actual black figure is MUCH more than that number.

It could be a upsurge in funding and support for the NWO.

Does that Figure include $500 toilet seats and $200 hammers.

You know if they gave the army people a $100 raise
they could buy a tolet seat and save $400.

This increase in spending does NOT have anything to do with X Craft, Stealth, HAARP, or even the war on terror... it has to do with tracking people and getting inside everyones right to privacy...

I have a feeling a VERY large portion of this is going to ramp up the FEMA protocols...

They could try to buy our minds with the money, you know being all sneeky and stuff.

All they need to sell America on a new idea (mindset) is to prove that the new idea is a better upgrade then what we currently have.
