Depends on the purpose. Your statement is like "what's the best tool in the world?"

What type of steel would it be?
How big would it be?
How many uses?
Handles?

You talk about the tool, but you never mention the job. Based on what the job is, there are a variety of things to consider before you can know the best tool. If you mean in general, perhaps the HK MP5.

For me, probably the 2S7 - 203mm long barrelled tracked arty piece from Russia.

Standard HE, Frag, Bio, Chem or smoke projectiles have a range of 60 kilometers but when enhanced by Rocket Assisted Projectiles [RAP] the range exceeds 100 kilometers - just as well, because the 2S7 can deliver a battlefield nuclear shell to within a +/- 100 metre accuracy.

hmmm best "gun", well that kinda narrows it down to artillery or ships... mabye the 31.5 gustav and dora guns?
Or mabye the yamato's guns? 18.1-inch...
