Where abouts do you live? I can ask about at the local Mosque, if there are any in your area?

If it is in fact Arabic, the Imam will know.

okay here it is that letter indeed written in arabic completely, infact the one you found is actually is a AMULET or MAGIC OR CHARM IN ARABIC DESIGN AND LANGUAGES. and my guessing it might be some sort of invinceble or for body protection and that thing you cant take together while you go on swimming in the river or sea you have keep some where else or if you take that AMULET and go for swim then i m really afraid you ll not surface up again,

Hang in there. I'm sure some of those puzzle-mongers will crack this. Just a matter of time.

Don't get discouraged.

Is there anything written on the back of the paper?
I hope someone can figure this out, but I bet it says nothing interesting. Any more history on what made it stand out etc.. Give us some story to go with the mystery

where it was found is not near water, it was found near a mountain range under a rock, next to the paper was a 2to3 inch rock that is carved with a face type look also there is an old Roman road that came to a dead end all this is in a small city in the center of Portugal.

Well, scan it and post the image. Or something. Unless you want remote viewers to tackle it!

Could you take it to a local school or university? Many have language and/or history departments who'd be glad to take a look.

Or the mosque is a good idea, if there's one around.

Congragulations, you've picked up a foreign student's notes and I think he wants them back! The middle notations clearly look like references to physics or some line of mechanics (ie Langrarian, Hamiltonian).

The large "V" clearly indicate volts with the m or the o more than likely an abbreviation for ohm. There is lambda the upside down "V". The "h" is Planck's constant.

The student was probably an electrical engineer. The rest of the writting his notes. How far from a learning institution did you find this?

EDIT:
It's a damn cheat sheet!

Perhaps its even terrorists related??

Could be a note being passed on to another, but you got there before the other guy did?

Just an Idea

okay, this is a silly idea, but it kind of reminds me of the office betting pool. You know -- names and an amount folks are betting and on the borders, the name of what they're betting on?

Like I said, silly idea, but that's what it reminds me of. And no, it's not any charm that I've ever seen.

It could be an encryption using the physics equations or the arabic itself. Look for any irregularities in the pattern of certain words and characters. ie if the dot of an i is placed at a certain distance from the stem of the character in a rythmic sequence, if certain words have rythmic spaces between strokes that break the base line, the heavieness of the ink displayed, etc...

From what we know of terrorists, they generally don't make a habit of writing down instructions, period, let alone leaving them at "drop boxes" or other fun "random/planned spots". With email, the internet, cellphones and perhaps more pointedly, human messengers, it just seems...well, "unlikely" is putting it mildly.

With all due respect, this is how paranoia-induced witch-hunts start.

I printed this out and showed it to my neighbour who is a psychiatrist and also happens to be a muslim (originally from Pakistan), he and his wife read/write and speak four or five different languages each. He said the same thing as what was already posted here.

"It looks like somebody was naughty! It's a cheat paper for somebody's test!" and then we laughed, and of course plotted the overthrow of the free world...

[edit]
(I'll see if he'd/she'd like to translate some of the surrounding text for me sometime this weekend if they're in town. Meanwhile, I'll sit here thinking this is the start of some new ATS game.)

This looks pretty close, and it fits the geographical area, but some of the letters in the sample look possibly Kurdish. I thought, also, perhaps Ottoman Arabic, but I can't find a good script sample for comparison.

Very true, im not the one to look at everything and blame it on the first thing, I can think of, just putting an Idea out there. But true, there is enough communication through the internet but a portion of it is monitored or there servers are shut down. Just an Idea.
