A contract awarded to a Halliburton subsidiary in June 2000 while Vice President Dick Cheney was still at the helm of the firm spawned the detention
centers at Guantanamo Bay, Cuba, RAW STORY has discovered.
The contract, which allocated funds for “emergency construction capabilities” at “worldwide locations,” authorized the Defense Department to
award Halliburton subsidiary Kellogg, Brown & Root any number of specific naval construction deals abroad.
The original deal, signed under Clinton, was also used for typhoon damage and breakwater repair of military bases abroad. After the invasion of
Afghanistan, the Administration drew upon the open-ended agreement to construct detention centers at the U.S. Guantanamo Bay naval base for suspected
members of Al Qaeda.

These contracts, signed by Clinton while in office, are another example of the strong links between Industry and Government. While originally
intended for emergency's and storm repairs, it was quickly put to use in constructing a myriad of facilities post 9-11. The liberal use of the word
“emergency” should be noted here; what else could be classed as an emergency and lead to further construction contracts?
While it would be impossible to separate Government and Industry, suspicion should be aroused that individuals who work in industry promote policies
while in Government which lead to further
profits for their former employers. In this case however, it should arouse concern that deals made previous to 9-11 have been overly convenient and
profitable for all concerned.
What should also arouse concern is that the deals were struck while the opposition was in power. Does this demonstrate that despite the apparent two
sides to the argument, there is only one true power in Government and the Republicans and Democrats are just different flavors of the same thing?
