Are Thread-Level Permissions Feasible On ATS?

As a candidate for the DISC Councilor position, I've been studying what would be my area of responsibility, which is DISC (Deny Ignorance Steering Committee), the Debate Forum and the Collaborative Fiction forum. Additionally, councilors will have access to what is described as a private forum for their use.

In all of these forums, I see a potential advantage to being able to set access and write permissions on a thread-by-thread basis.

As an example, in the Debate Forum, currently only the debaters and moderators can post to the debate thread. That makes sense.

In that same forum, however, I think it would be good to have a commentary thread associated with each new debate that any member can post to. This would give members a chance to get in on the action and would make the Debate Forum less isolated.

I see it as the difference between watching a boxing match on cable and watching it ringside.

In another example, I think most “city council” business should be public. As with the Debate Forum, the council threads should be councilor-only for writing, and public for reading. But councilors (or a friendly mod) should also be able to call for commentary from members in that same forum (I think) or, if a discussion becomes sensitive for whatever reason, mark a thread as readable only by councilors.

Thread-specific permissions may already be implemented, I don't know (normally BB permissions are set only at the forum level, not per-thread).

If thread-specific permissions are implemented, will councilors be able to change permissions of threads in the council forum?

If thread-level permissions are not implemented, would implementing them be feasible?

Maybe feasible, maybe pie-in-the-sky or too much bother, either way, I figured I should ask.
