I will agree to disagree with you. I think most people who criticize America do differentiate between ordinary people and foreign policy. There are of course those who do not, just as there are Americans who do not differentiate between ordinary people in France and their country's policies, or ordiary people in China and their foreign policies - but for the most part, I think people in general are smart enough to differentiate the 2.
