A request for information, an old 'conspiracy' story

i remember reading a story, i believe it was at David Ickes site, about a man named Micheal R (cannot remember his surname) who was being held in a canadian prison.

his story revolved around a secret government plot concerning a piece of software called the octopus.

i do believe that the whole mix was in there: aliens, secret socities, Com-12, Majestic 12.

does anyone remember this? or could provide a link to the original story?

Michael Riconosciuto was the name of the guy, and PROMIS was the software.

quite an interesting story.

If you search Google for the guys name you'll find tons of links, but none from a credible news source (at least that I could find)... most of the links that will come up are from conspiracy web sites.
