DTIC is the folks that maintain and distribute technical and field manuals for DOD. Every soldier and serviceman is familiar with these guys.
They and the publications they have are not for the most part 'classified'.
Some of their publications are available to the public and some, like those regarding some weapons systems, are not.
There are many publications that mention potential alien contact, not as a probability, but as a hypothetical incident.
Service people are well aware of the common DOD practice in field manuals and other related publications, of using the most extreme possilbilities for
contingency planning.
It doesn't mean that there is experience in those areas. It simply means that they plan for the most extreme contingency, because they are the guys
that are supposed to deal with the most extreme situations.
The various manuals are simply an attempt to keep personnel on the same page in the event of extremes.
That being said. They are also the ones that issue policy reports and other kinds of reports, designed to keep the DODs answers to questions from the
public and others, on the same page, so to speak.
