Increasing punishment, real deterrent stuff like long prison sentencing, forfeiture of all holdings (property, bank accounts) and public register available to all would reduce the amount of people seeking out these images and protect more children from being raped and displayed.

I am not 100% convinced by the public register as there is a danger of just driving them underground however the rest I agree with.

Target the demand with real punitive measures.
