But you suggested that the Fed was printing "monopoly-money" specifically to pay hospitals and doctors to commit fraud.

I was just trying to say that they print all the legal tender in the USA. I am fairly sure that the process doesn't differentiate by recipient, and specifically because that would be massively corrupt.
