The genetically modified mosquitos that were released were NOT carrying Dengue Fever virus:
"Feb 28 (Reuters) - British biotechnology company Oxitec is betting on a solution to Brazil's surging dengue cases, involving the release of genetically modified mosquitoes in an effort to reduce the viral infection's spread.
The firm has developed a version of the male Aedes aegypti mosquito which carries a gene that kills female offspring before they reach maturity, suppressing the population. Only female mosquitoes bite and transmit diseases."

Dengue fever is increasing in Brazil because ALL mosquito-borne diseases are increasing in Brazil, including zika and chikungunya. That's because the weather in Brazil in 2023 created a lot of standing pools of surface water and warm conditions which causes the mosquito population to surge.
I realize this explanation is not as much fun as the one where Bill Gates is Doctor Evil.
