Incidentally, I'm fairly sure he said "Madam, you're ugly", rather than the "Miss" or "My dear" being quoted elsewhere.

Who knows could go either way because she knew him well enough to call him out for being drunk. Was Churchill always drunk?

It was during a debate in the House of Commons. She was a political opponent, so she could criticise him as long as she didn't call him a liar.
