Actually turning your phone off doesn’t do it. You have to take battery out. People are saying for those of us with iPhones, to wrap them in tinfoil, it will block the signals in and out.

Got the first ever "Tropical Storm Warning" in California issued via WES. Have gotten Tsunami warnings. And when "it" happens, an earthquake warning will beat the P-Waves by 5-30 seconds depending on distance.
They're testing that. Not a frequency weapon.
Maybe they want to be able to tell people to duck and cover. Russia is still kinda pushing it to 90 seconds to midnight...
