Ammonium nitrate is shipped loose in hopper cars when it’s in large quantities. As for it being explosive, that depends on if it is low density or high. This may have been a simple fertilizer shipment.

I was under the impression it was a bulk load, making a leaky bottom gate seem possible, though unlikely. Being in small bags and then large bags makes it see even more unlikely to be an unfortunate 'leak', IMO.
