As much as I want this all to be true, in the hopes that someone will use this scandal to fix this train-wreck of an administration: it's all too pat. I'm going to guess that either Kamala is attempting to head off her own ouster, by having this "evidence" fabricated (with assistance from National Archives); or unnamed person(s) in the Administration/Executive-Branch are attempting to salvage the current Administration. The current "evidence" (unsecured classified documents) so far is all on Joe past-tense, and has nothing to do with the current Administration. In this way, Joe can hypothetically be removed solely for his own past-actions (i.e.; without impeaching over failure to defend the border, or sales of Strategic Oil Reserves to China, or any other actions that reflect directly upon his time in the current Administration). So when the hearings to remove-for-cause come, only Joe will be under the spotlight and in the news.

A 3rd alternative for "who?" is China. It's an open secret that Joe is bought by China, but recent actions by the Deep State and long-term Strategic Initiatives coming more to fruition (vis.: War in U to "Dismantle Russia", as precursor to war with China directly, because Wolfowitz doctrine) lead me to believe that China may not be pleased with the results of their purchase - such that sowing more domestic strife into American politics is not an unbelievable strategy. China has stolen so much intel and intellectual property, it would be too easy for them to pull these "classified documents" out of their vast inventory.
