Beats me. I've been to European beaches. Tops are optional. Glad I had dark sunglasses.

We pulled into a port on the Rivera with an aircraft carrier. The locals changed the route of a regatta to include us. I had duty that day and was assigned a security watch. I'm standing on a sponson with a Marine. We had binoculers and were supposed to check out the boats nearby for terrorists. We had M-16's with grenade launchers with in quick reach. Didn't see any terrorists. Best Duty Day ever. My relief showed up and I told him to get lost. The Marine with me told his the same. What can I say? I was only 21.

Well, yeah. They aren't exactly baring their breasts southern European beaches or anywhere else in the world if they aren't trying to put a dude in prison. MIght be a "nude beach" and not that anybody really cares but obviously they're prostitutes who operate with heavy protection from the local law in a vicious red light district.

So anything from a dude but a polite appreciation and move on don't be seen or identified in association with a nude or partially nude woman -- hence the sunglasses make sense and you don't want a woman "agitated" either. That means she's "shaken" or abused violently, "pressing charges" and you don't want to be the perpetrator in a court of law.
