I didn't even think of this. I'm looking at rsoe edits, ads-b to earthquake maps. An EMP sounds highly plausible. There was a nuclear power plant that lost its last power supply line a couple days back.

I looked up Kharkiv and they have lots of industries, both general and war related, that would be damaged by an EMP weapon.
So far there are no sizmic reports of this event. It is looking more like it was an EMP.
