Sounds like the Alien Encounter Tomorrowland BGM music. Both the 'Seizing the Future' song and the background one that plays. Since I cannot find that one here is the 'Seizing the Future'. "We're Seizing the futurrrrrreeeeeeee'

Wow! That brings back some memories from the early 90's gaming days. Sim copter was a great game. Cutting-edge tech let you build a city in sim city and then move that file to sim copter so you could fly around in said city. If I remember correctly.
