This appears to be a communications van
possibly to assist in the event
possibly a display for ham and other radio / emergency communications people.

agencies, like the National Guard, like to display stuff for info / recruitment at such events.

I had one pull up next to me at a red light today.! First time in my life I’ve seen one in my neighborhood. 25 miles South of Boston.
