I don't trust anything Russian intelligence says publicly. Much like you should be skeptical of anything U.S. intelligence says publicly. Disinformation is the name of the game.

That said, in my opinion, Russia has no business worrying about Ukraine developing nukes considering how many it already has. With their invasion, Russia has shown that Ukraine had every right to worry about their national security and to work on some kind of deterrent.
