Looks like it could be an old tube. That does not look like any tube tester i have seen, but def a tube.

It could also be a faux tube...maybe swag from an old broadcaster convention.

of a Swiss watch manufacturer.

I don't think it's an electron tube,
not even an empty one .

Cheers for the pic; the OP link is dead.

It's driving me crazy!! I'm going with some kind of dispenser. Maybe glue or water for wetting stamps, sealing envelopes, etc. Or, ink for typographers. Or, perhaps for dispensing water for a pet.

There appears to be some kind of rubber gasket that seals the upside-down bottle and those two dials could be to regulate flow.
