That's patently untrue, even in third world countries a significant percentage of the population have some form of savings if they live in an urban area. It's why when currencies devalue there are bank runs.
Surely you must have seen the pictures of people queuing for hours at ATMS in Zimbabwe or Honduras or places like that.
