Besides the photo's pointing outwards, I also wondered about the badge thing on the flag. But the bit that REALLY made me think "Who'd do that?" was that sheaf of paper that looks like a breath of wind will blow it off his desk. My dinning room table is about the same size, maybe fractionally bigger. I do all my work on it and have paperwork all over it. But they are always in neat piles, not just strewn as though they are inconsequential.
Something is not right about the view out of the window, if it is a view at all even.

I have the exact same wooden flag...It is made by a veteran-owned company. The badge is likely a reference to vets.

As to the papers on the desk...each pile is strategically placed by the photographer as part of the photo's composition...to lead the viewer's eye directly into the photo towards 'Hard-at-work Joe'.

He is not in the Oval Office 'I'm assuming Camp David ' and there is a strange symbol on the American Flag behind him.

Let's see. Why are all the pictures pointing away from Biden, is he afraid of the pictures of people on his desk? Usually people have the pictures facing themselves. Why would someone wear a suit with a fully tightened tie when sitting at their desk, most people loosen their tie quickly. This photo is staged, they don't even have pictures facing outward in the movies on television.

That image proves to me that Biden belongs in a wax museum.

I thought their 'calls' were video conferences
or at least conference calls with staff members present.

I can't imagine an old guy holding the phone like that for an hour

Well….it’s at least 1/2 gone.

What you are seeing is the straight part of the analog phone cord .
They never were coiled all the way .

I thought that flag behind him is supposed to have golden admiralty tassels.

Just guessing, but maybe President Biden decided it looked better with a bit of a trim?

What we are looking at is a stock photo , possibly from years ago .
