Well, whatever we should start calling the discourse coming out of the Gang of Washington D.C. might be in line with the words of " word salad " lies of the demented and deranged people in charge of the governing of the United States.
If anti-American whatever he is , is bent on confusing and angering the American people, then yes, he is the most popular President of all time, just not in a positive way though. Now, maybe passports to fly domestically?
So what about all international travelers going into the USA. I'm right about MIM's Street Talk if " TRANSIT PASSPORTS " are in the making.

The thing about all these threads is "The Politicians" are going "lie, lie, lie", "The Right" goes "see, they're lying!", "The Left" goes "We know but dem bread and circuses doe", and "The Center" goes "always been like this, always will be."
Then you have the one person who goes "so what are we going to do about it?" And everyone immediately goes "what? You a domestic terrorist?" Because any actionable solutions that diverge from your superiors is "terrorism" and not simply "running in a local election."

Word salad is what politicians use to weave their web of vague perception.
They never use words to paint themselves into a corner or give a straight answer that might catch up to them eventually. Biden, or insert name of choice here, didn't last in politics for decades by giving straight yes or no answers.
