I live outside of Seattle and summer before last my city was held hostage by roving bands of violent angry people .....for months..... sobwas Portland FOR MONTHS and they tried to burn down a federal building w the workers barricaded inside

so, it was a torrorist attack in the end... only the roads were blocked to the cathedral, so bomber took a different route and the bomb didnt detonate properly or detonated too early... maybe it was on a timer!
