I don't recall ever hearing/reading his name before now, but according to Wikipedia, he is The Beaver's younger brother.

James Mathers (born May 5, 1955) is an American cinematographer and director of photography. He is the younger brother of former child television star Jerry Mathers of Leave It to Beaver fame.

To be honest, I think the squirrels voice is kinda annoying, but it wasn't quite as bad when I slowed it down.

Now after seeing the end credits though, I see that Jim isn't actually his name. It's his initials.
