Project Psycho TV

Before I made an account here I remember reading a thread about top secret DARPA projects and one of the projects was called the voice of God it involved lasers and microwaves creating a voice in your head.

But what I'm interested in was that thread had a link to a website that claimed either the nazis or Russians had attempted something similar and it was called psycho TV on the account that the device used looked like a older TV.
Has anyone heard of this before or am I misremembering?
