After the recipient receives the required number of vaccine dose(s) to complete the vaccination schedule, the certificate can serve as a recipient’s vaccination record documented in VAMS.
Click Search Past Vaccinations on the Recipient Management tab
Search for the recipient using one of two search options:
Enter one of these fields: email address or VAMS ID,
OR
Enter all these fields: first name, last name, and date of birth.
Once you’ve found the correct recipient, click their name in the search results table to advance to the recipient record. NOTE: Clicking View Record will take you to the vaccination record.
To view the vaccination certificate, click the hyperlinked text in the next dose section below the recipient’s date of birth. From here, you can also download the certificate as a PDF.

then, ask "Do they have a list of legal residents"
and then "Do they have a list of residents "legal or otherwise"
and then ask if they have an identification database with a unique ID of each.
OK, now ask if they have a list of vaxed
if so, then they could derive a list of unvaxed

Does it really matter. They are already persecuting the unvaccinated. They probably move to locking bank accounts but that will be a tough one. It would create a run on the banks, food shortages and massive riots. At that point they are literally starving people to death.

No, it does not. These records will be stored on thousands of different databases spread out among 10s of thousands of public and private entities. Some will be stored on large state level databases in metropolitan areas, others will be stored in paper files in small towns in the back of beyond.
Different states will have different privacy laws regarding how this data must be kept, how it must be stored, and how it can be shared. This effects pretty much any record that's gathered at the state or local level, not just vaccination records.
