My neighbors and I trade many goods and services. I do the same with family. No money involved. Just the last several days, I had three dinners for my family given to us for some work I did for a neighbor. I do this stuff all the time. During the Great Depression trading goods and services was a way of life since nobody had any money. One can actually thrive without money if they have some basic skills. Fishing is a good one. Also medical. A doctor can do very well off the books.
The goal of this plan is ultimately to force independent contractors in all 50 states to become employees for federal unemployment tax purposes.
What is the ABC test?
Under the ABC test, a worker is considered an employee and not an independent contractor, unless the hiring entity satisfies all three of the following conditions:
The worker is free from the control and direction of the hiring entity in connection with the performance of the work, both under the contract for the performance of the work and in fact;
The worker performs work that is outside the usual course of the hiring entity’s business; and
The worker is customarily engaged in an independently established trade, occupation, or business of the same nature as that involved in the work performed.

Bright side - more reason to get Democrats OUT of power ASAP. I'm now glad Congress only works 147 days @ year.

The first economies were bartering economies. Money was an invention that allowed for bartering without the direct trading of goods or services, but an implied trade of the value thereof. Bartering works, children do it all the time. I read a few years ago (I searched but didn't find anything on it), but I know there were some bills floated to try to outlaw bartering in some states (I really don't remember this well, obviously, but if memory serves me right Louisiana was one). I believe that their justification was the state's inability to tax those transactions. Hey, if they can make gathering rain water illegal or growing food and medicine in your yard, well, then the sky is pretty much the limit.
