According to the FDA it's still only approved for EUA.

I'm not watching and will wait for some written analysis. This was definitely a rubber stamp though, even if they followed the rules it's tainted by the early and unnecessary EUA. It's a rubber stamp in appearance if not practice.

It must be said though, the courts are highly politicized and expecting any ruling based purely on law is not reasonable at this point. It's like rolling the dice with judges. There also needs to be somebody with clout to push for legal challenges if the approval was not consistent with the standards applied to other drugs.

Unfortunately this process isn't one I'm familiar with so I have no insight into what it should typically look like.
