It's a thing but it really shouldn't happen.

The typical process here in the US involves filling out a petition and then being interviewed. The interviewing committee reports to the member ship and if they report 'favorably' then it really is perfunctory that you should get voted in. If someone black balls you (really a black cube) they should have raised the objection earlier during discussions about the specific candidate and not waited until the voting process.
