I don't think that anything that comes out of China, be it statements from officials or stats release concerning their response and the status of COVID in their country, can be trusted. So, saying that "China performed better in response" is very loosely based on reality since we can't confirm that reality to be true.

Also, there's this reality: After 17 months of testing animals, there is zero evidence supporting hte theory that COVID-19 was a natural mutation that let it jump from bats to humans, and conveniently, the Wuhan lab not only closed its database because of thousands of attempts to hack its system, but the lab director for the section of the Wuhan lab said that requests for making Wuhan's database acceptable to investigators is "definitely not acceptable."

So, while there is a lack of evidence so far proving that the Wuhan lab leaked the virus (intentionally or otherwise), there is also the same lack of evidence so far proving that the claims that it was a natural progression from bats to humans is a viable theory as well, and at least the latter of the two has had a chance to have a thorough investigation. And there have been worse things done intentionally by countries with questionable ethics in their governments than covering up the leak of a virus that has killed millions of people, so the idea that this politician couldn't have been using double-talk or being direct about a "biological war" isn't implausible.
