Three years from blind seems to me to be too short a time, so I would suggest that what we are seeing in the video is only a small time frame of the board's actual evolution?
As I already said, the chip 3 years later may have been state of the art, but the chip 3 years earlier was not the state of the art, so it's not a fair comparison. If you really want to see how far state of the art has progressed, you would need to show a state of the art chip, then show another state of the art chip three years later. That's not what they did.

Just for example, this article talks about a chip they think is still being produced in 2017, but it's not representative of 2017 state of the art technology:

Integrated circuit from 1979 still available in 2017

We were surprised to find from a quick search that you can still buy this chip from some of the usual suppliers rather than the surplus houses, so it may even still be in production.

Now I could take one of those chips produced in 2017, and compare it to a state of the art chip in 2018, and your mind would be blown by how much advancement we see in those chips made only one year apart. So it has to be reverse engineered from alien tech as you suggest, right? Wrong. It's not a fair comparison because the chip made in 2017 is not state of the art for 2017, and similarly the earlier chip in the video was not state of the art on the date it was made either.

45 years between the arduino board and that card? It's almost as if some one or thing doesn't want us roaming space. hmmm

Wow that seems to be the first modern one ever made. Its remarkable. Thank you for sharing your utube channel !

This device is really a PLA (programmable logic array), on a macro scale, as we can put millions of components on a chip today.

The boards, or "pages" each have multiple components on them of the same type.. boards of transistors, boards of capacitors, resistors etc.

The software that runs it can create many different circuits by routing the address pins accordingly to create a specific function. IT certainly was advanced for the day. If a connection or component proved faulty then you did not have to replace the hardware, just code up a modified circuit.

I would not compare an Arduino as an advanced computer. It is a simple micro-controller on a chip that is geared down to hobbyist applications. If you want to see an advanced chip, look at Intel and AMD multi-core processors or the GPU's in high end video cards. Those are absolutely astonishing.
