At the dawn of the new century, the European Union (EU) apparently has resolved on the radical new step of creating its own military force. For Americans accustomed to seeing Europe through a NATO lens, two questions come immediately to mind. Who needs the new force? And, what does it mean for NATO and U.S.-European relations?

To me, it means nothing and will have no effect upon the US-EU relations.
The EU is simply trying to be another United States of Europe.
Maybe the US can now close its bases in Europe and bring those troops home or establish them in other areas, but its time EU assumed responsibility for its own defense.

The US troops that are in the UK right now are not even needed and havent been since the early 90s, it is your governments choice to have them here so u can use our island like a little aircraft carrier .lol.
Seriously though as part of the missile defence shield u need a USAF station in the UK for a radar installation, besides we are allies so what is wrong with having your troops here?
