First the chinese where totalitarian even before the where communist...in the time of the samurai the kings where totalitarian. yes chinese are communist but that have nothing to do with them bean totalitarian...even today they become more capitalist then communist. people are paid with money. salesman paid by commission. they have there own stock exchange.

Still have some communist policy but slowly switching toward capitalist.
for socialism im not sure how the are really on that subject ...gonna ask when i get a chance

I was thinking of the late Victorian era, when British rule was more settled. If you kook at any historical atlas, you will find a map of Victorian India (1858 is a common date) which divides it by colour into British territory and "dependent states" like Hyderabad and Kashmir. There the local rulers accepted that British supremacy controlled India as a whole and there was no point in fighting it, and allowed themselves to be governed by the "advice" of the British Resident attached to their court.

If an Americam President allowed the "advice" of the Chinese ambassador to guide his policy, direct occupation by troops or other colonists would not be necessary. That would be enough for "dependent state" status.

I have, in fact, read a lot more History in my time than I have read Tolkien.
