Because its about the states, not a head count.

Its what a majority of voters in the states want, ensuring equal representation of all 50 states. California equal to Delaware, etc. Otherwise, those smaller states have no reason to remain in the union. For what? So uppity coastal liberals can tell the rest of us what to do?
