If some entity would want to cause problems in country, creating destabilizing would be one tool to use . I think the strong cities network might see patriots as "extreme and violent " ...or anti-Globalist people as "extreme and violent " . The point of view depends who to ask...

I think that means Democratic cities with socialistic vibes. Those are the cities that are or will be suffering from their weakness in controlling the riots and dissing the majority of their citizens. They have lost much and it's not over yet.

Progressive terrorism is good according to the slant by the MSN as referring to riots instigated by certain groups as peaceful.
China has alot of influence in the UN especially with the African voting block via the BRI. It would be in their interest to destabilize the US

The US would never pull out of the Security Council which is made up of the allies China, US, Russia, UK and France.
The agreements they sign are binding and enforceable.

It is the General Assembly that creates such pacts as Paris Agreement, migration pacts ect. These are non binding but some signing countries then go and create laws in their countries to enforce those agreements. The US never ratified the Paris Agreement so Trump has pulled the US out.
