I live in Redding, I had not heard of this. We have a population of about 100,000, so not a huge town, but not too small either. But we do have a huge homeless population.

They would go with b/g or m/f to designate genders...
The most obvious alternative is front/back, perhaps
marking passengers for carjacking or robbery..?

F and M could be used for adults, while B and G are used for children.

If it really is a code for human trafficking, it seems to me they would want a way to differentiate between adults and children.
